Pathways to Removing Obstacles to Housing

Dane County is implementing the Community Development Block Grant (CDBG) Pathways to Removing Obstacles to Housing (PRO Housing) initiative, funded by the U.S. Department of Housing and Urban Development (HUD). The program aims to remove barriers to affordable housing, expand the housing supply, and support long-term housing affordability across Dane County.

How Grant Funds Will Be Used

Implementation Areas

Dane County has identified three key implementation areas to remove barriers and expand housing production across the county.

Zoning & Code Reform — $1,000,000.00
Support for 4–7 municipalities to adopt zoning, code, or policy changes that remove housing barriers.
Emerging Developer Capacity — $2,000,000.00
Support for 5–7 newer or non-traditional developers through pre-development funding and technical assistance to expand the development pipeline.
Infrastructure & Multi-Family Affordable Housing Development — $3,300,000.00
Funding to support infrastructure and development activities that directly increase housing supply, including:

39 single-family affordable housing units
8 multi-family affordable housing units

Previously Earmarked Infrastructure Funds

Of the $3,300,000.00 Infrastructure & Multi-Family Affordable Housing Development, a total of $1,577,900.00 in CDBG PRO Housing infrastructure funding has already been allocated to support housing development.

PRO Housing Funds: $600,000.00 – Infrastructure supporting single-family housing
Leverage: $1,567,021.07
